PSBJ: City-Funded SE Effective Development Under Financial Microscope

Prominent nonprofit housing developer SouthEast Effective Development — a longtime economic force in Seattle’s Rainier Valley — is undergoing a wide-ranging review of its programs and goals and an outside financial audit. Meanwhile, its executive director is on indefinite personal leave and its finance director was recently dismissed.

Earl Richardson, the executive director on leave, is a former city of Seattle housing director who took charge at the agency, better known as SEED, in 1995 and led the development and acquisition of more than 700 housing units.

Reached at his home, Richardson said he did not know whether or when he’ll return to SEED.
